Permission to unload, warehouse HOLD/CLEAR, customs clearance and outbound release are distinct decisions. A message saying “clear” should never silently approve them all.

Duplicate-scan and retry controls are being tested to protect receiving records when a response is uncertain. Device and live warehouse acceptance are still required.
